OLD TOWN AND ĄŽUOLYNAS – ZONE OF HIGHER SENSIBILITY 0

According to the minutes of KAUET meeting of September 24, 2008kamane.lt 2008 10 11In brief: The eyes of members of Kaunas Architecture and Urbanism Experts’ Council (KAUET) turned to new projects in the old town of Kaunas and in Ąžuolynas: the detailed plan of the quarter “Iki-Lituanika” in the old town and the offers for the detailed plan of the land plot located near Ąžuolynas (Oak Forest) at Vydūno Al. 2A did not receive experts’ approval and were sent back for improvement.

The following was considered in the meeting:

1. The detailed plan of the land plot at Jonavos Str. 3. The plan is designed by Miesto Planas UAB and Architektūros Ateljė, customer – Baltisheshaus UAB.

2. Pre-project offers for the detailed plan of the land plot at Vydūno Str. 2A. The detailed plan is prepared by Planuotojai UAB (arch. N.Tuleikienė), pre-project offers – by Šarūnas Kiaunė design company. The customer is Ąžuolyno Sporto ir Sveikatingumo Centras UAB.

The meeting was chaired by Audrys Karalius.

1. The detailed plan of the land plot at Jonavos Str. 3. The plan is designed by Miesto Planas UAB and Architektūros Ateljė, customer – Baltisheshaus UAB.

E.Barzdžiukas: 5 years ago it was offered to reconstruct buildings present in the land plot and adapt them to the customer’s needs. Now the position of the customer has changed, and it has been decided to pull the present buildings down and construct new ones. Thus, the construction variant is offered. The main idea is to form the quay from the Neris side. Buildings would be oriented by their ends to the river. Buildings of 18 m height with roofs up to 21 m height are offered.

Another offer was presented by Audrius Vaičiulis from Vilnius. According to A.Vaičiulis, the main aim is to tidy up the chaotic territory. The idea is to construct buildings with volumes rising up while distancing from the castle along with the rising Žaliakalnis quarter.

After considering the offers, the committee members decided to disapprove of the project. It is offered to announce an urbanistic-architectural contest for the land plot and adjacent areas. The following notices of experts should be taken into regard: the structure of the quarter should be divided, no garage should be located at the river, a conceptual poly-functional solution should be offered. It is offered to lower the height of buildings and intensity of construction.

2. Pre-project offers for the detailed plan of the land plot at Vydūno Str. 2A. The detailed plan is prepared by Planuotojai UAB (arch. N.Tuleikienė), pre-project offers – by Šarūnas Kiaunė design company. The customer is Ąžuolyno Sporto ir Sveikatingumo Centras UAB.

Š.Kiaunė: In the land plot, which has no buildings at the moment and is used as a parking lot, it is offered to construct a 3-storeyed residential house, which would be close to P.Galaunė’s House by its volume.

The experts of the committee expressed their critical opinions regarding the building. In their belief, it is necessary to retain the Oak Forest as a united zone. The parking lot is necessary, and the building is not needed in this place.

The pre-project offers were disapproved of and should be presented repeatedly taking into regard the following notices of experts: the volume of the building, its height and construction intensity should be reduced. The regulated parameters should be preserved – distances from the land plot borderline, playing-ground of children, etc. A building of exceptional architecture should be designed in this exceptional place.
