According to the minutes of KAUET meeting of 10 12 2008,
kamane.lt 2008 12 21In brief: Even 7 versions, where Kaunas City Municipality should be located, and finally green light for a residential quarter with administrative buildings at Brastos Str.14 – this was the result of the penultimate meeting of Kaunas Architecture and Urbanism Experts’ Council (KAUET) in 2008.

Considered:

1. STUDY OF POSSIBILITIES OF THE BUILDING FOR THE NEEDS OF KAUNAS CITY MUNICIPALITY COUNCIL AND ADMINISTRATION. Prepared by Public Enterprise NPR. Customer – Kaunas City Municipality.
2. RESIDENTIAL QUARTER WITH PUBLIC BUILDINGS AT BRASTOS STR. 14. OFFERS OF THE TECHNICAL PROJECT. Designer A.Kančas’ Studio. Customer – Alterus UAB. Presented repeatedly.

The meeting was chaired by Gintaras Balčytis.

1. STUDY OF POSSIBILITIES OF THE BUILDING FOR THE NEEDS OF KAUNAS CITY MUNICIPALITY COUNCIL AND ADMINISTRATION. Prepared by Public Enterprise NPR. Customer – Kaunas City Municipality.

G.Balčytis: The work of only one company is being considered. Its basis is the economic and social analysis. In future the problem should be analysed from the aspect of urbanism.

A.Karalius: I believe that this question is very strategic. The public enterprise which made the analysis offered 7 places suitable for the municipality. I believe that priorities will become clear during our consideration, and this will help the municipality in future work.

The representative of the public enterprise NPR Rūta Kastanauskienė presented the analysis. According to her, it is an economic and social grounding. There are 53 buildings in total which are owned or rented by Kaunas municipality. The main problem is that they are all scattered in the city. The average age of buildings is 63 yeras. Their wear and tear level is rather high.

The municipality lacks space, departments are divided, there is not enough space for meetings and parking automobiles. The main requirements are the area of the building of up to 20 000 sq m, area of the land plot – of up to 2.5 ha, comfortable communication with other parts of the city, automobile parking lot of 350 - 430 places, representation.

7 places were analysed: the location of the present municipality building; Pramprojektas building; the Nemunas island; A.Juozapavičiaus Ave. near the railway station; Brastos Str. in Vilijampolė in front of Kaunas castle; Pergalė factory landplot (Kaunakiemio Str.); former Lituanika territory, Jonavos Str. 3.

According to NPR, the most suitable places would be in Jonavos Str., Brastos Str.; in Juozapavičiaus Ave. and Kaunakiemio Str. The conclusion of the economic analysis is that Jonavos Str. 3 is the most suitable for the municipality.

According to Kaunas mayor A.Kupčinskas, the decision regarding the new location of Kaunas City Municipality is important due to the fact that it would make influence on the further development of the city in addition to improved work conditions of municipality officers.

The experts of the committee expressed their opinions regarding the possible place of the municipality. N.Blaževičienė would choose the place of present municipality. L.Janušaitienė: the location of Respublika hotel would be suitable. A.Kančas: the most suitable place could be the city centre, Respublika hotel. J.Kančienė: the municipality should stay in the new town of Kaunas. A.Miškinis offers to build the municipality near the Nemunas river. V.Stauskas believes that the present place of the municipality is wonderful. S.Lukošius: Respublika hotel is among buildings that may be used for the municipality in the easiest way.

2. RESIDENTIAL QUARTER WITH PUBLIC BUILDINGS AT BRASTOS STR. 14. OFFERS OF THE TECHNICAL PROJECT. Designer A.Kančas’ Studio. Customer – Alterus UAB. Presented repeatedly.

According to G.Balčytis, the following notes should have been taken into regard after the last consideration of the project:

1. The concept of the quay line construction and tidying-up is necessary (11 experts).
2. The access roads should be planned (10 experts).
3. The buildings of the quarter are too monotonous; spaces among buildings are not humane (9 experts).
4. Too intensive density of the quarter buildings and too high buildings (6 experts).
5. It is necessary to present offers of the quarter internal spaces (green areas, playing grounds of children, etc.) (6 experts).
6. It would be useful to check the insolation of flats, to present sections of spaces (3 experts).
7. It is offered to adapt ground floors of residential buildings for commonly used premises (3 experts).
8. It is recommended to present the visual analysis of the quarter from the old town, another side of the Nemunas (3 experts)

Now A.Kančas presented the corrected project. Two concepts were offered, when the bank of the river is divided into plots: green area, urbanised area if quay of ships. The second concept included a natural bank with a beach and playing round, urbanised territory, public spaces of the quay, a square.

After discussing the changes made in the project, the committee of experts decided to approve of the technical project offers. The following notes should be taken into regard: the bank should be left public, first floors of residential houses should be used for the public function, the intensity of buildings should be lower, silhouette problems should be solved, height could be lower, access roads to the bank and public parking lots should be shown vividly.
